I know you're getting lots of suggestions for virtualization and building low-end x86 machines, but do not discount the SG-3100. I just replaced my pfSense virtual machine with an SG-3100 and I cannot overstate the value of a stable, supported, and powerful yet power efficient piece of hardware to run the network. The other way around is possible, but still not the best. As others have said install a proper hypervisor. I am running xcp-ng, and have Freenas and pfSense VMs. pfSense is straightforward to virtualize, for Freenas you will need to buy an HBA card like a LSI 9211-8i ~$40 and pass that trough to the Freenas vm.
